Looks like we might be at the World on Oct. 31, but am assuming the Not so Scary party is/will be sold out by the time I know for sure.

I have young children. Will there be places for them to trick or treat in other parks or resorts?

We were in Animal Kingdom on halloween last year, and there were trick or treat stations at the meet and greet in Camp Mickey Minnie.
It was pretty empty and they didn't mind us three adults at all doing it - in fact they encouraged us to help ourselves to the candy baskets which my brand new wife and her best friend did:

We then went to DTD that night, which was crowded as hell so we didn't stay for too long, but again all the stores and some outside places were doing trick or treat too!!

PS - can I just say I love your username!

Yep, Downtown Disney does trick-or-treating but do expect long lines and crowds. A few years ago we were over at the Boardwalk and they had some trick or treat stations, music, dancing, and cookie decorating going on. You could call the resort you are staying at to see if they have anything planned.
