Is it possible to get to the Car Care Center from the parks? We want to rent a car from here but don't want to get it until the afternoon so that we will not have to pay the exra time for an extra day when we return it in the afternoon.

What would be the fastest and easiest way to get there?

They have a courtesy shuttle - call them and I am sure they will arrange to pick you up and bring you to the CCC. yu might have to wait a bit, though.
