Does anyone else wonder if it is safe taking babies and toddlers on WDW buses since they have no carseats or restraints?

It is safe. Thousands of babies and toddlers ride those busses every day. My advice is to make sure you can get a seat, and if you can't, wait for the next bus. Sometimes people will give up a seat for a parent holding a baby, or a younger child, but not always. Don't get on a full bus with that expectation.

Buses are designed differently than cars. Same reason why lots of school buses don't have seat belts.

It would be ideal if they did have seat belts but you will be safe on the WDW buses.
