Isn't that an oxymoron?
In spite of Dana's barrack reference, the Value Resorts aren't that bad. If you're just looking for someplace to store your stuff while you make a few trips to the parks and want a bed and a shower, the All-Star resorts are fine. And they are the least expensive.
However, if you want somewhere that you can relax comfortably, lounge at the pool of your choice and have dinner at a nice restaurant, then you'll want to check out the Moderate Resorts.
If you're looking to be pampered while relaxing in luxury, then the Deluxe Resorts are the ticket. But that does come with a price.
Depending on how soon you're going Tink, check around, MouseSavers only lists FL resident discounts and
AAA right now, but Mary updates
very frequently, so something might come up.
edit: and yes, you can get transfers, but they do not pick-up at the All-Star Resorts.
