Can toddlers/preschoolers wear those swimsuits that have the built in flotation vests like speedo makes at the disney waterparks? or is it best to just rent one there?

The built in floations are allowed as long as they are actually built in. There are floatation suits that can be pulled over the child's head, but are not actually part of the suit (These are not allowed). If you want to rent one from the waterparks it doesn't cost anything, all you need is a photo ID.

We went to BB and TL with our 3 year old and he used the Speedo suit with the floatation built in. Noone said anything. He even went swimming with the sharks at TL. The very nice lifeguard let him borrow her goggles because the masks did not fit him. He held on to DH, floated across and would put his face in to see all the fish. He had a great time.

When I lifeguarded at Blizzard Beach for a few weeks during my college program back in 2002 (note the date, so things could of changed) the rule of tumb is that if it can be attaced to the child it (with a zipper, snaps, clips, sewing in, etc) was ok. But if the child could just slip right in and out (ie water rings) then they could not.

Note: Arm floaties/water wings are ok also even though they slip on and off.
