Waterparks 21 mths too young???

Planning a trip in September and our son will be 21 months old. Is he too young for either of the Walt Disney waterparks???
 
I took DS when he was 2 and he loved it!! There is a wonderful kids area at BB (I'm sure at TL too, just never been) and they dont allow big kids over a certain height so you wont have 12 yo running over your little one. I sat for a long time in the squattie beach chairs with my feet in the water watching DS play in the pool & with the water spouts. There are also some small slides they can do.
 
My DD was 23 months the first time she went to BB. She LOOOVVEEDD it!! There's so much for them to do!! Have fun! :goodvibes
 
One more thing, will there be 2 adults in your party? We needed 1 person at the top of the kiddie slides and 1 at the bottom to catch her.

We prefer TL. There is so much shade there! BB seems to be all sun. My kids burn so that is a big issue for me. Both do have a little ones area. TL also seems a little more spread out. BB seems to be better for the older kids.
 
I would actually recommend BB or TL for little ones. We took our dd at 14 months to both parks and found BB to be much nicer. Tike's Peak was closer to the entrance, bathrooms, and food. Also, there is padding built into the pavement near in a large area of the splashing/swimming area for the little ones. This was especially great for me as I spent most of my time sitting/kneeling in the pool with my dd while she splashed around.

The best part was that there were a few water slides in the Tike's Peak area itself that parents could go down as well with their children on their laps. This was great as she had Also, there were short water slides that we could "send" my dd down (as mentioned earlier with one of us at the top and one at the bottom).

Finally, the water level in the pools at TL was really, really low (like puddles) in some areas. Even my dd14 months was a bit bored with some of the areas. Most of the swimming areas in Tike's Peak were a bit deeper- like the depth of a bath.

One last thing--the wave pool at BB was much more gentle. We were able to take dd14 months into the pool and hold her without worrying that we would get knocked over. I didn't find this to be the case at TL- even in the little overflow coves.
 
I've gone back and forth about taking our kids to a waterpark for our August trip. My DS will be almost 5 & my DD will be 2.5. We've decided to go for it & I had decided on TL, mostly because my DS would love to see the sharks & I had heard it was better for younger kids. After reading the posts, I'm not so sure which will be the best. My parents will also be there with my brother who will be almost 13. Which water park will everyone love??
 
We've only been to TL, and we love it there. We've taken our DD there when she was 16 months, 2 years, 3 years, 4 years and again when we visit in a couple of weeks. We've taken our DS when he was 18 months and he's going to pass on our upcoming trip (he's two and can be unpredictible -- he's going to stay with my Mom in the room).

We love the lazy river. The kids like being in the tubes with us and going under the waterfalls and venturing in the lush vegetation. My daughter loved the family raft ride. I'm not sure about the shark encounter. The water is very cold and I'm not sure if she would dig that.

The sand, shade, music, and all around vibe at TL is warm and relaxing!

I've done both with my then 2.5 year old. We loved them both. I think the key with the little ones is a one to one ratio. This time we're going with dd 5 and dd 14mos. Dh doesn't like the slides so he'll watch the baby while I chase the thrill seeker.
