Water play areas in parks -open during cold weather?

I know theres a lot of different play areas with water for kids...donalds boat, etc. Does anyone know if these are open during somewhat colder weather..specifically around Thanksgiving timeframe? I'm trying to figure out how many extra clothes I'd need to bring along with us if they are open, because I'm sure DDs would want to go run thru them if they are. Thanks!
