The brand name is JNCO. They (and KikWear) were very popular with the candy raver scene in the 90's, at least around here.

They're reflective, not light up, so don't get too excited about them lol

Oddly, I remember them. I think Prodigy used to wear them as well. "I'm the fire starter!"
