Wallpaper Removal

I'm trying to remove the wallpaper from my parents bedroom to no avail. The wallpaper resists being pulled off and I have tried everything from vinegar to professional removing chemicals to a steamer. The worst part is when it finally does come off, it leaves behind this blue "stuff". underneath the blue stuff is actuall wall (a chalky wall). what is this blue stuff and how can i get it off? also, any advice on how remove the wallpaper?

Honestly, I've gotten to the point you are at and I took the advice I gave you. It was MUCH easier to have someone come in and put a plaster coat over the drywall than to keep fighting with it.
 
On one of the home "fix it before we sell it" shows they use liquid fabric softener. They scored the wall with a tool that puts little holes in the paper (I have one its called a paper tiger) then they wet sponges with the mixture of water & fabric softener (sorry they didn't give measurements) and the paper peeled right off.
They said it worked better then the professional chemicals and it was a lot cheaper!

My Dh had to sand off a layer of wallpaper recently.

You could sand it, prime it with oil based primer (to stop the paint from activating any leftover wallpaper paste) and then paint it.

Paintable wallpaper is another option.
