The disabled pass was changed to be more fair due to people literally hiring disabled people. My sister in law used it this past spring and described it to me. Seems fair to me. She can't stand in line so it held her place, but she and my brother went to shows while her place was being held. Fair enough.
Years ago, though, it used to be like an automatic fastpass. Then nasty people started abusing it in the way I described above, so they had to considerably change the rules. There are always a few out there looking for any little flaw in the system that they can exploit to their advantage.
Also, let me say that I am happy that Disney tries to find a way to make their parks enjoyable for all. They are expensive, yes, but also a place where anybody with literally disability can be accepted for who they are, and given the accomodations needed to be able to have a good time. 20 years ago, my autistic brother freaked out after the preshow video for tower of terror. There was instantly someone there to lead him out of line and not force him into ride. Probably would've been better if the alternative exit wasn't an elevator...but they had the best intentions at heart.
