No, you walk off the ship first. Once you reenter the US (walk off the ship) you then go through customs.

We did walk offs on the past two cruises and I think that's how we will be doing that from now on. We get up, go to breakfast then head back to the room to do the little packing we have left. We aren't rushing to get in the line because it is a little long but we do want to be down there before they start having everyone else get off. Everyone has to go through customs. When you do walk off don't put your luggage in the hall overnight or you will have to wait for them to call your character to leave the ship to get the luggage.

Yes. And be aware that you are expected to be able to handle all of your luggage for early walk-off. I've done self-debark off Celebrity and Royal in Cape Liberty since I live in the area and encountered families where mom is trying the wrangle the kids and dad is trying to single-handedly manage 5+ pieces of luggage, most of which are NOT carry-on size. It's never pretty.
