We’re wondering if we can ride my Vespa to Caribbean Beach park it there and take the Skyliner to EPCOT, any thoughts? Is it OK to visit other resorts to eat?

You can drive to the parks (and park for free if staying on site). We were encouraged to drive to the parks when we checked in at the Fort due to limited capacity on the buses. From HS or EPCOT you can take the Skyliner to the other resorts it serves. We did this in October last year.

We’re not planning on trips to the parks we just like taking the Skyliner. Is the Monorail from MK to EPCOT operating?

2) This policy has been around for several years.
3) But, it was always "loosely" enforced.
4) Even before the pandemic, they had gotten really tough.
5) To enter a resort via vehicles, you:
. . . must be a registered guest at the resort
. . . must have a food ressie, and not "checking out QS eats"

NOTE-1:
. . . We did try the "we are doing Quick Service"
. . . Just one time
. . . Wanted to see how well the policy was enforced
. . . The guard would not let us go beyond the Guard Shack

NOTE-2:
. . . Disney Fan-Sites spread the word of free parking
. . . Park free at a resort and hop WDW transports to a park
. . . This policy was to stop people from such Free Parking
. . . WDW must have its parking fees

NOTE-3:
. . . IMHO, I see NOTHING wrong with the policy
. . . Parking at a resort should be for patrons of THAT resort
. . . There is not an infinite number of parking spaces at resorts

Geez, we’ve driven to almost every resort to check out their restaurants over the years and have never had a problem

Back in October 2020 I had a lunch reservation at Beaches & Cream and also wanted to ride the Skyliner while I was there. We wanted to ride first and eat second so we left the Fort about 90 minutes before our ADR time and headed over to Yacht/Beach Club. The guard there gave us a lecture that we should only show up no more than 30 minutes before our ADR time (the parking lot was over half empty). But he let us in so we rode and ate (in that order). Epcot to HS and back on Skyliner.

I understand the policy and support it at resorts near theme parks (MK and Epcot primarily).

Heck even at the Fort people want to crash it for P&J's lunch around Christmas and Halloween times (and locals during summer to swim in the pool) and there is limited space at the Fort even when the grass overflow fields are in use for parking at times. Sometimes people are diverted over to WL to park even when people have ADR/HDDR reservations because there is simply no parking left.

So it works for us Fort campers too. Whether they enforce it or not, whatever. But they can and often do. And should.
