Visa hotel only Free dining

Am I crazy or didnt Disney visa do a free dining for hotel only guests? Does anyone know when it came out and what the blackout dates were?

Disney Visa did have the FD available before the GP discount came out, but it was the same dates and restrictions. A minimum park ticket was required also.
