Virginia residents---driver's license question

I can't figure it out from the website...

Is a licenses new resident with a clean driving record able to get a new license without any tests? Website just says that (generally speaking), it depends.
Trying to coordinate my schedule to get things done.

Licensed since 1991, no moving violations since 1992 and no collisions where I wasn't 100% not at fault (last was in 2005).

I hate the dmv here. They are my arch enemy. Be prepared to bring in every piece of mail you own with your name and new address. If your husband is also on your cars, bring in a POA or him and more mail with his name on it to get your VA plates.

I didn't change my license over but they told me I just had to bring in my current license and 3 pieces of relevant mail with my name and address.

Unless it is junk mail...I got nothing. No bills are in my name as I wasn't here to set things up. Grrrrr.

I already have a coupon from a local running store. I have no idea how they knew when I was coming. Lol!

My friend just got her VA driver's license. It took her about a month to get all the documents she needed together. The information on the website did not always match what she was told in person. She would take in papers to the office based on what was on the website, but she would be missing something and need to go back later. She was beyond frustrated with the experience.

How about car insurance proof or bank statements? I'm telling you I've never had people grill me so much about a damned license plate until here. The utilities comes in my husband's name. Over and over I was asked why wasn't my name on it.

I ended up a bank statement, a credit card bill and a copy of my lease. I had a POA with me and you'd thought I had brought in the devil. No one knew what was going on and I was pissed. I ended up making 3 different trips to get plates on the cars when we moved here.

I moved from Maryland to Virginia (this was 16 years ago). When you move they give you at least 30 days before you really need to change your license. Since I set up all the utilities and most were in, at least, my name, I had stuff right away. But basically I just went there with my proof of residency documents and they gave me a license. No test, no nothing. Well, they did give me the eye exam.

It is probably a little bit worse now with the immigrant situation causing tighter controls but I would think all states would be like this now.
