Does V&A fall under the 90+10 rule for resort guests?

I've noticed that you have to select a different "path" when calling WDW-DINE to book V&A, so I wasn't sure if this affected the rule.

Actually V&A tends to be very easy to get. The capacity is close to 70 and normally they have fewer than 50 people per seating.

The only reservation that is "impossible" to get is the Dhef's Table. There is only one reservation per night and that is only available 90 days out; it is not eligible for the 90+10.
