Via Napoli credits?

I know Via is strict about no sharing on the dining plan but if one in our party does not eat at all would they still take a credit for him? In the past I was always scared to ask them so we ordered him a meal that wasn't touched would like to not waste a credit this time.

No, they would not take a credit for a non-diner. It's not a buffet or dinner show. But they will probably get feisty if he shares from someone else.
