Vero Different Dues Rates

In the past, the different dues rates were based on sales before and after 4/1/1998. This year, there are different dues rates for purchases before and after 1/1/96. Does anyone know what is in the wording of the 1/1/96 and prior documents that keeps the subsidy for another year?
