Wow, that is a tough one! We love both places! But if you aren't going to WDW I would give HH a try and try Vero the next time you go to WDW. We love splitting up our trips between WDW and Vero and since you live in TX it would much easier to do that than a split between HH and WDW - just my two cents!
VB is more beachy because it is actually located on the beach. However, the town of Hilton Head is much more of a major beach destination than Vero (which is very, very small) - so Hilton Head will have more beach strip sorts of attractions nearby.

This is a very accurate description. Vero is on the beach but just be aware of the only views of the ocean from your room are in the Inn, or the Grand Villas.
HHI, is one mile from the beach and they provide a shuttle, or you can bike over and they have a lovely beach house and pool there. I prefer the actual beach at HHI to Vero due to the sand.
I totally agree with starbox that there is much more to do away from the resort at HHI than at Vero. HHI has shopping, entertainment and hundreds of restaurants within close driving distance of the resort.
Both are fun places but different. Temperatures are very different between the two also, so my answer might depend on when you are going. Also just so you know summer at HHI, is peak season, not so at Vero.
I prefer Vero to HH, but that is mainly due to the direct beach access. Vero has some outlets right by 95, and the Treasure Coast of Florida has some great little restaurants shops as well. I think the best DVC accommodation available is a GV at Vero. That being said, HH is beautiful, and it is more of a resort town. HH has better shopping. There are some outlets in Bluffton, SC, but also some good shopping on the island. There are quite a bit of chain restaurants on HH, but if you can get past those, there are some great little dining gems on the island as well. The golfing is better on HH. Also, Savannah is a great town, and only about an hour from HH. Gee...as I write this, I think I realize I like HH as a destination more, but I still prefer the resort at Vero Beach.
Both are great, but I just love VB. I have been twice this year and it is very beachy. The colors in VB's rooms are light whereas the rooms at HH are dark. So I would not really classify HH as beachy. It does have a beach you can drive to though. Have fun deciding!
