If I am a DVC member, does that mean when I stay at BWV, I get to use the valet for free? Is it that perk just for people that are visiting the resorts and not staying in them?

If you're lugging things from the grocery store or a trip to DTD you are exiting right at the front entrance where bell services can assist you (or you at least have a shorter walk from your vehicle)
The valet attendant bringing your car will have the air conditioner or heater on, thus making the car more comfortable when getting in
It's just flat easy to use...just hop out of the car and tell the attendant your name and you're set to go!
Others will tell you that they would never leave their car in another person's hands. To each their own, but we really enjoy the valet parking perk.
You definitely tip the person who retrieves your car. Others, including ourselves, also tip on drop off though that's not "expected". Personally, we tip $3 each way and more if they provide any additional service.
When I've stayed at BWV, they never asked to see my card, they can see I'm a member by the parking permit. Sometimes they will ask if I'm a member but don't ask to see the card.
I usually use valet when I arrive so that I can go in and check-in without worrying about parking the car and also the night before I check-out so that they can put the luggage right into the car. The only other times are if it's raining or if I can't find a space in self-parking. I usually tip $2 on return. I'll tip on drop-off it they are quick, but not when I'm standing there waiting for someone to give me the claim check when they are not busy (which happens often).
According to DVC, you can use valet parking at DVC resorts even if you are not staying on the property. But they also say you are not supposed to use valet parking at the resorts to visit the theme parks. Only for visiting the resort.
