Using Stroller as Wheelchair?

How do we go about this? We will be travelling to WDW with my cousin's family in late November. Their youngest child (will turn 2 just before the trip) will be getting full braces on her legs in about 2 weeks. These braces will go from her hips and hook to her special shoes. She will have to wear them 24/7 for 9 months to a year. Her mom is worried about having to carry her through the que's since she already weighs about 34 lbs.
 
Go to guest services at the front of the park. Tell them your needs they will give you a tag to put on your stoller letting the CM's know you need to use your stroller as a wheel chair. You may also want to pick up a GAC. Guest assistant card.

Post #6 of that thread includes questions and answers about Guest Assistance Cards and using a stroller as a wheelchair. Most of the lines are wheelchair accessible. Using a stroller as a wheelchair would allow them to bring the stroller into lines and to the boarding area the same way way that wheelchairs are. For shows, she would be able to use the wheelchair seating, but because a stroller is normally lower to the ground than a wheelchair, she may need to transfer to a parent's lap to see better.

Unless she has a special needs stroller that is designed for transport, she will need to get out of the stroller and it will need to be folded for bus transport. She can stay in the stroller for monorail and boat travel, but it is not safe to be in a stroller on the bus unless it was designed for that use.
 
Thank you for your replies. I knew there was a way to be allowed to use the stroller but since I've not had any issues with my children needing this, I wasn't sure how to go about it.

I have read a little bit about GAC cards in trying to determine if my older dd would be eligible for one. She has a heart condition and may be getting a pacemaker put in between now and our trip (she goes to the Cardiologist again tomorrow). She looks like a healthy young adult but she literally can't stand in the heat for very long because her body temperature does not regulate and once she is overheated, she stays that way. She has also been having a increasing problem with her blood pressure suddenly dropping out and passes out. She will not consider a wheelchair or ECV. We also have a small boy that is being testing for Aspergers and panicks in large crowds.

Since this is the first trip ever for the family we are travelling with I do want things to run somewhat smoothly (well as smooth as any group of 11-12 can).

Tell her to reconsider using an ECV - the GAC is only used at attractions, and there's a lot more exposure to heat and sun walking around the parks than in the queues. Also, if she is in an ECV, she'll be seated and less likely to pass out. She can also clip on some battery operated fans onto the ECV for a nice breeze.
