USAir FF Miles ?

Can I book a flight for someone else on USAir using my FF miles or does the ticket have to be for me?

You can book it for anyone. I booked a trip for a friend a couple of years ago, I was not with her. Be sure the plans are firm - they will charge you $150 to redeposit the miles or change the ticket.
