Urgent: will GR open before a PPO at Epcot??

We have an 8am PPO adr at garden grill. When we went to activate my husbands and sons APs at the yacht club concierge they said they can’t do that anymore and we have to do it at Guest services at the park. So will the international gateway guest services be open before 8am? (Epcot is a 9am opening). If not they will have no way to get into the park.

Also, you can activate an AP at any ticket window - you don't have to go to Guest Relations specifically.
