Sammie, I understand your frustration - it sounds like you have been trying very recently to get the YC. This time I had no specific resort in mind, so it was certainly a good thing to see one of my favourites come up for such a savings.
If you want to duplicate my request, I called for 7/22 and 7/23, requested an AP rate at any moderate, and was offered the upsell along with most moderates. (Frankly, I was surprised to find the AP rate at moderates at short notice - while I usually book at very short notice this is my first trip in July, and I expected that there would be few discounts based on the seemingly high occupancies)
