Upgrading tickets question

My husband and I are going to WDW the first half of December to celebrate our 30th wedding anniversary. $ is tight until right before we go so we are only going to purchase base 5 day tickets. We want to upgrade them to the Gold AP (we are DVC) when we get there.

Can we go to Guest Services in Disney Springs (or any Guest services) and do this before we actually use the tickets?

We want the AP's because we are going again in July.

Yes, any Guest Services, and yes, the tickets don't need to be used first anymore.
