upgrade silver to gold AP

Let's say I buy a silver annual pass now....then next June (blacked out silver pass) I decide I want to go...can I pay the difference to upgrade to gold at that time?

I'm trying to decide between the 2 passes.

cool...typically avoid disney during the summer...but don't want to decide to go for a weekend or something and kick myself for trying to save a few bucks. Plan on buying 1 gold and 2 silver...want the photopass on 1

We have a similar dilemma, but we are going to upgrade while on-property this trip. We're going from gold to platinum for a "got-a-wild-hair Christmas" trip. Because we don't live near WDW, we need to upgrade while we can so that we have the correct passes assigned to our MDE so that we can make FPP rezzies when we can.
I'm worried that if we have passes with blackout dates attached to MDE then we can't reserve FPPs during black-out dates - even if we have WDW resort rezzies. I'd love to be wrong so that I don't have to upgrade until we come back during blackout...
You may not have to worry about upgrading in advance if I'm wrong or because you're close enough to WDW that you can show up on-property to upgrade when your FPP window opens.
Can anyone clarify?

The system won't let you make FP reservations during a blockout period even with a resort reservation. I tried during the Easter blockout this year.

All upgrades have to be done in person.
