Upgrade after PIF

I feel like I should know this! My son's cabin on our next family cruise (1/30/16) is a 9b. The there are VGTs going for less than the 9bs currently. Can you upgrade to a VGT or are they pretty strictly new booking only?

*GT bookings must be new bookings only. If the difference is significant enough to offset a cancellation penalty, he could cancel his current reservation and re-book. Penalty depends on how close it is to the sail date.
