No, Bell has to unlock it if its locked to Bell. And Bell doesn't unlock iPhones. Telus will for $35

And to be clear, Telus will only unlock Telus phones.

Apparantly Bell will..if you are out of contract

If you really want to unlock your phone you can try goggling it and should be able to find instructions on how to do it.
