I don't remember there being stations all around the ship. There were several set up in the atrium throughout the evening, including general portraits and magic shots, and the scheduled character meets including the Royal Gathering had them. I know we also got pictures in the dining room on pirate night and maybe one other night?
My kids are heavy into characters, so we ended up with lots of pictures. The lighting in the atrium can be weird, so there were a few meets where the photos I took on my phone were really badly colored but the ship photos were great. And, with the package, it's much easier to have parents hop in so you can get family pictures without having to hand off your phone to a CM.
Compared to World, I don't think the cruise photo package is as good of a value. I definitely get more for my money in the parks. That said, I do think it's good enough to warrant the expense if you're going to meet a few characters, stop for posed pictures one evening, etc.
