Universal with Young Kids

We are going to do a day at Universal over New Years next year (I know, it's going to be insane). My husband and I want to to Universal Studios rather than Island of Adventure because we want to do the new Harry Potter. My sister's family will be with us on vacation and may want to come with. However, at that point her children (both boys) will be almost 4 and 20 months. Do you think there is enough to do there for them to enjoy it?
 
Just remember if you want to ride the Hogwarts Express, you will need a 2 -park ticket. For kids that age, there are some things to do on the US side but IOA has Dr Suess which kids that age will love.
 
The studios has the Curious George water play area, Fievels play area, the Barney show.There is more to do for them over at IOA..Keep in mind - as the previous poster mentioned.If you are interested in riding the Hogwarts express at the Studios, you will need a PARK TO PARK ticket to ride it
 
Rides for the 20 month old could be difficult. In addition to what's mentioned above, The Animal Actors show is great for everyone. The 4 year old might enjoy at Universal Studios E.T. adventure (34"), Woody Woodpecker Coaster (36"), Despicable ME (40"), and Shrek 4D. Despicable Me, and Shrek 4D have non motion options.

Everybody could do twister and Disaster but they may be too intense for the children.

Since 19 of Universal's 26 rides have height requirements, there are basically mostly shows and play areas for the little ones. I'm guessing the infant would be free, but would it be worth a ticket for a 4 year old for one park for one day?

Never stopped me!! The Curious George play area is *GREAT*, just watch out for water. I used to love to go in there and recruit all the kids to attack their parents with the air guns. Fievel is basically a large rope climb play area with a raft slide. The Barney show is actually kinda cute (the thing that always annoyed me about the TV show was the annoying kids, they aren't in the show), and the older one may get a kick out of some of the characters (especially the Minions), but not sure about the 20 month old. Other than the ET/Fievel/Barney/Curious George area, and Shrek or the stationary seats in the Despicable Me show (assuming 3-D doesn't bother them), there's not much that the kids would enjoy.
