The Universal Premier hotels (equivalent to Disney Deluxe hotels) all have restaurants, but except for Bice at Portofino Bay and maybe the Palm at the Hard Rock, I wouldn't consider the restaurants at the hotels "signature" level in terms of quality, service, etc. There's not really a Jiko, Citricos, etc. restaurant at Universal. That being said, the sit down restaurants across the board are very good, and probably above what Disney offers at any of their standard sit down restaurants. The hotels aren't worth going to simply for the restaurants alone, but Portofino Bay rivals most Disney Deluxe hotels, so I'd make a reservation at Bice if you like Italian food and want to check out the hotel.
That being said, CityWalk has great restaurant offerings. Around a third of the restaurants at this point are owned and operated by Universal itself. My favorites are Vivo and Bigfire. Antojitos is not really authentic and is just fine. Folks love Cowfish, but I haven't had a lot of great experiences there. The NBC Sports Grill is decent if you're just looking for a good burger. Toothsome is unique but can be hit or miss in terms of service and food quality. CityWalk is very compact compared to Disney Springs, so just keep in mind you'll have fewer choices overall.
