Can you eat at Bubba Gump's or NASCAR Cafe at Universal without having park tickets? Or is it set-up like Downtown Disney?

It's both actually.

You do not need park admission to go to Citywalk, where those restaurants are located. They are not within the gated park areas.

But the same holds true in Downtown Disney. No passes required there, maybe you are thinking about Pleasure Island (of course, I don't think you need passes to get into the restaurants at PI anymore either, just a few of the clubs).

Anyway, the answer is "no passes required".

If you are eating lunch, you will need to pay for parking if you have a car. However parking after 6pm is free.
