Yes..Onsite guests do get unlimited express though, dayguests only get ONE ride per attraction ( unless you buy the unlimited express).Onsite guests also get early entry

Gringotts, Hogwarts Express and Forbidden Journey do not accept Express...regardless of either unlimited or one time through.

As mentioned by RMulieri, Universal Resort guests do get the 1 hour early entry each morning, both parks, which are exclusively Wizarding World of HP in IOA and Diagon Alley in US. This is Universal's "Express Pass" for resort guests, if you will, for those two areas.

If staying onsite, get in line before Early Entry opens to maximize your time in the parks. If you have multiple days, I would recommend focusing on one area each morning, then about 5 minutes before the park opens to the public, ride the Hogwart's Express over to the opposite park and get in line immediately for that side's feature attraction. By flipping this process the next day, you should get at least two rides on each of the two signature attractions, as well as one ride each direction on the HE.

Of course time of year and crowd levels may vary. Have a great time no matter what!

Probably not.Wait till you get to the parks to decide if you need it.If you get there and decide you want it, you can purchase them there in the parks
