Universal Express - A Charge ???

Last year when we were at Universal, if you wanted to get something equivalent to a Disney Fast Pass for a ride, it was not free ! You had to pay something like $ 20 a day for the "privelege" of getting this type of pass for pre-assigned ride access. Has that changed? I am not staying at a Universal Resort, and want to know if they have a free equivalent of the Disney Fast Pass...thanks.
 
There is no free equivalent unless you stay onsite. People who say onsite have unlimited free express passes.

Go early (before scheduled opening) to avoid lines and you probably won't need any express passes. It takes a little more planning but doing the parks efficiently is definitely possible! Going at non-peak times is also important.
