This is an e-mail that I wrote to Mary at Mousesavers.com thought she should know since she has them on her website.
"This past October I order tickets from Undercover Tourist via the newsletter link I was very happy with the options and speed of service. This past weekend I took my 7 day park hopper with plusses to the Downtown Disney Guest Services location with the hope of upgrading to a 10 day non-expiring hopper with plusses. I was informed that the ticket was an international wholesale ticket and it was not normally eligible for upgrading, I was asked for ID to prove my country of residence (Canada is not international in Disney's eyes and never has been), then I was asked what company I purchased it from, I informed them Undercover Tourist. The CM took the ticket to a back room and I was given the option to upgrade with a credit from the 7 day ticket at the value that Undercover Tourist paid for it, not what I paid for it to Undercover Tourist or it face value. The upgrade cost ended up being $259 instead of approx $198, including taxes. I ended up paying for Undercover Tourists profit twice; their site does not inform their North American clients that they are selling over-seas tickets.
I think that maybe you(Mary) should look at another company to recommend as a ticket agent, as there was another DIS board member who had this same issue with Undercover Tourist tickets, in November, and the holder of those tickets wasnt able to upgrade at all. I was lucky to at least have been given the option, even if it did cost me an extra $60 to do so. If it is an issue of organization, tickets getting mixed up, then they need to get better at that, but if it is just a matter of buying cheaper, non-North American, tickets then it is wrong to not at the very least inform clients that upgrading is not going to be an option on ticket purchased via Undercover Tourist."
Beware that if you buy tickets from U T that you may not be able to upgrade them and that you will not know this until you attempt to upgrade at WDW. I lost every penny of savings plus about $40 more.
