Unable to post replies

I cannot post replies on forums and I do not have enough messages yet to start conversations, has anyone had this issue?

I think there is also something to do with how long you have been a member. Seem to recall a prior discussion on that subject. I assume it relates to limiting spam from someone who just joined and then starts a large number of advertisement threads.
