Two ?'s about CBR & decorations

First question is does CBR have the capability to add a balloon to a gift package that I am sending down? I will even send a balloon, if they can blow it up. I know about Disney florist, but when we stayed at the Contempory they added one to the packages I sent down, and so did ASMu.
What do you use for tape to decorate the room, windows and doors at your resort.
