There are a few places that I wouldn't mind popping in for just dessert... but I don't want to do something that is inconsiderate of the dining staff or other guests...

So, would it be okay to get TS dining reservations to go in and have dessert and a drink and not an actual meal? Or would that be bad form?

I guess it would depend on the restaurant. Beaches and Cream is a TS and I am sure many people pop in for just dessert. Perhaps Sci-Fi or 50’s Primetime Diner would be cool too if you booked an off time reservation .
I would imagine some people just order appetizers as meals too. Again I think it depends on the restaurant.

Not a problem provided you are at an a la carte restaurant and not a prix fixe where everyone has to pay a set amount (e.g., Artist Point, Be our Guest). When we do something like that (in our case, it is usually drinks/appetizers rather than dessert), we tip something like 50% to reflect that the server has lost out on a "regular" tip.

We had dessert only at Coral Reef. We popped in there earlier in the day and asked if it was ok to do so. They gave us the thumbs up and recommended a time to come back to do so.

As noted, as long as its an ala carte restaurant, you can do what you like.
If you are only doing dessert, I would do that later in the night so you don't take an ADR from a group that may order an entire meal. There's no rule about that, its just how I would do it.

Depends on the situation when you go. If dining capacity is limited due to covid-19, personally I wouldn’t feel right taking up a coveted reservation for just desert. But in normal times not a problem.

Enjoy dessert!

We have been to Jiko for a drink, dessert, and coffee. We did not make reservations as we were staying at AKV. We showed up at the door and asked if there was room. We were seated at the chairs overlooking the flatbread, salad prep area. We enjoyed it very much. The staff was as attentive as any other meal we have enjoyed there.

Absolutely. You have a reservation and you are ordering food.
We go and just split a few appetizers sometimes with a drink, I see no difference in just going and ordering dessert.
