Hi. We do not want to ride a horse but someone in the group wants to see the horses. If we just wander around the resort, will be able to see them? we are not staying there. Thanks

If you go to the ranch you can still see the horses and sometimes they’ll let you pet them too. Where are you staying at?
 
I contacted the Help Center of the Walt Disney World® website with your question and they responded today:
"Guests are more than welcome to use Disney Transportation to travel and visit the festivities of our Parks and Resorts. We would advise during popular times, parking may become limited or restricted to those with a dining, recreational or resort reservation within the resort to allow these Guests an opportunity and chance to park at the locations they have made a reservation for."

As long as you arrive via Disney transportation, you shouldn’t have any problem. The stable where Cinderella’s ponies, the Headless Horseman’s horse, and the other show horses live is in the Settlement area. There’s also a children’s pony ride there. We take the boat from MK to FW, and the stable is a short walk from the dock.

The stables housing the horses guests can ride is at the Outpost, the entrance area for FW. You can take the internal bus from the Settlement to the Outpost if you want to see them too.
 
The most straightforward way to get to the stables would be via the resort boat from the Magic Kingdom... Not sure if you're familiar with the layout, but once you get off the boat, follow the signs to Pioneer Hall (where the Hoop-De-Do Review is held), keep walking past it and head toward the Settlement Bus Stop. The stables will be directly across the road from the bus stop.
