Traveling with Florida residents

Hi,

Hope someone can provide guidance. We are traveling this summer with my brother in law and wife and would like to stay at the Portofino in seperate rooms.

When I called universal to ask about receiving the florida resident discount for both rooms, I was initally told yes but she seemed unsure so I called back and was told he would not be able to book 2 rooms unless there was a resident in each room.

Now I'm really confused. I don't want a hassle or any surprises when I check in. Whats the really story? Thanks.
 
Whoever the FL residents are, can you just book one in each of their names?
Like, if it's brother-in-law and wife who are residents, book one room under his name and one room under her name and they take one room and you take another.
