Travel Party Doesn't Work (tried multiple)

So, in the event that my dad and his gf can't go on our cruise in September (24 Sept), we'd cancel their room and maybe (?) add people to my room. But as soon as I try to have a room with 4 people (2 adults/1 child or 3 adults/1 child) to check the costs, I can't do that. I thought maybe it was the 2 children, but I can't have a room with 4 people period - even though there seem to be some (but not a lot) of open rooms around the ship.

But I can add 2 rooms of 5 people total.

Is this a lifeboat issue? Or something else?

Could be lifeboats, could be the age of the child. Could be no more rooms with 4 beds.
