How can you get from Epcot to Downtown Disney and then from Downtown Disney to MGM. Can you do that using the buses?

Not directly, but you can take the bus from Epcot to the TTC and transfer to another going from there to Downtown. You'll also have to go from Downtown back to TTC and transfer to a bus going to MGM from there.

The premise being that patrons do not park for free at Downtown and use the buses for direct transportation to the parks, bypassing the $10 parking fee at the resorts. The buses run from park to park and from park to resorts and vise versa, as well as to the ticket and transportation center.

You may use the International Gateway exit at Epcot and take a shuttle boat to Dis-MGM if you want to avoid the bus, but you'll need to take the bus or monorail to the TTC if you want to go to Downtown from Epcot first.

The buses do not run from any of the parks to DTD. You would have to go to a resort first, then to DTD, then to a resort, then to MGM.

There's no direct Disney transportation between DTD and any of the theme parks. There used to be, but a lot of folks took advantage of the free parking at DTD to avoid paying to park at the theme parks (they'd drive to DTD and then take a bus to a park from there).

To get to DTD via Disney Transport, you have to get there from a resort. There are direct buses from each resort, as well as boats from Port Orleans Riverside, Port Orleans French Quarter, Saratoga Springs Resort or Old Key West.

So from Epcot you could walk out the International Gateway, walk to the nearest resort in that area, and hop a bus to DTD. Or you could go out the front entrance, hop a bus for POR, POFQ, SSR or OKW (since they are near DTD and are on the way from Epcot), and from there hop a bus OR boat to DTD. If you go to SSR, you can also walk to DTD from there (although I'm not sure which stop within SSR is the closest to DTD).

From MGM, pretty much same as above as with Epcot.

A taxi would be the quickest way, but then again it's not free.

The only Disney Transport buses that service TTC are buses to/from Animal Kingdom and to/from MGM. There are no Disney Transport buses between TTC and any of the resorts. FW and WL were doing that very temporarily during construction at the MK bus area, but that was only for a few months in the fall (or so) and has since ended.

I remember a few years ago the Contemporary would share buses with the TTC, so guests coming from the Magic Kingdom could take the bus that came from the Contemporary to Downtown Disney being one example. Now these days the Contemporary shares with the Polynesian, Grand Floridian & sometimes the Wilderness Lodge, however they no longer have their buses stop at the TTC.
