Yes. There's no sort of ID check for the buses.

Yes. They don't check to see if you are staying at any of the hotels. You can ride buses, boats or monorails.

Yes, non-hotel guests are allowed to use the Disney transportation system (buses, boats, monorail, etc.). However, I don't think you're sister is allowed to park at your resort all day. Resort parking is for registered guests or those people who are enjoying the amenities of that resort (eating, shopping, looking around, etc.).
