I want to transfer 9 bankable points to a second UY, well before the banking deadline of the original UY.

I may make a reservation and then cancel it before then. Or maybe I just won’t use it and want options. (Likely I’ll just make the reservation and use it. ) The first sentence in the quote is throwing me off. Can those points be banked even when they are now in another membership/second UY of mine?
 
Transferred points always retain the use year from which they have been transferred. They can be banked but must be banked by no later than end of the eighth month of the use year of the transferor. The first sentence is merely telling you that transferred points otherwise always retain their original use year and must be used by the end of that use year unless banked.

I've long heard that transferred points can be banked up until the last day of the use year, not subject to the normal banking deadline. I'm not sure if that's an exception, a loophole, or a mistake, but it seems to be consistent.

As far as I am aware, the rule has never been that transferred points can be banked at any time before end of the transferor's use year.

Initially, and until sometime before the mid-2000's, transferred points could not be banked at all. Sometime before the mid-2000s, that rule was changed to allow banking of transfered points pursuant to the rules applicable to the transferor's use year. At the time, the banking rules applicable to all banking were different than what they are now. One could bank all use year points by the end of the sixth month of the use year, 50% by the end of the eighth month, and 25% by the end of the ninth month. Those were cumulative totals, e.g., if you banked 50% or more of your points by the end of the sixth month, you could not bank any more points thereafter. That same rule applied to transferred points. The rule allowing banking of up to all points by the end of the eighth month of your use year became effective in 2008.

Looks like we had this conversation in 2016. With Disney, there's often a difference between what makes sense and what actually happens. The admin of this site has posted about the banking exception for transferred points, and I found three people in the past three years who have said they were able to bank transferred points past the banking deadline.

Maybe we shouldn't expect it. It really doesn't makes sense. But it seems to work that way.

I have read reports of people doing that more than once. Also agree it's nothing to count on.
