Transfer Annual Pass to another person

I was wondering if it is possible to transfer an annual from one person's name to another. My mother in law bought an annual pass but she is unable to use it again. Any advice would be much appreciated.

No the T&C prohibit the transfer of annual passes.
Shame your MIL can not use it again, although even a single trip can respresent savings with an AP
