We are staying at the Disney Hilton which has buses to the parks.

Do you have to be a resort guest to say - take the monorail from magic kingdom to the grand floridian to have the tea party with my lil girl?

You can use all Disney buses, boats and monorails. You do not have to be staying on Disney property.
