Trading TS for CS

So once we are at WDW if we are left with 1TS and we need to convert it to a CS who do we ask?

We was able to do that at pop century food court.

We did back in '06 during free dining but that may have been a special situation due to the free DDP.

We also got an extra snack coupon and a certificate for a lanyard and pin for the exchange.

Were you able to do this outside the free dining period (August-Sept)? Because from what I understand you can do this only when it's specifically announced by WDW that you can - and they've only allowed it during the free dining.

It was during free dining last year, it was posted at the food court so certain time period..
