Apparently they do. They asked if we wanted to sit inside with our three kids. We opted for outside, but I did walk into the bar area with my youngest and we looked around.
Having a food menu makes it more of a restaurant than a bar. I did hear that as the night wears on they encourage parties with patrons under 21 to only sit at the outside patio.
From what I have read, I believe that kid's are allowed.

For Guests over the age of 21, Trader Sam's serves beer, wine and a boatload of inventive cocktails in kitschy, tiki-inspired glassware.
But I have also read conflicting reports about when they make it 21 and over. One article said after 8:00 pm and another said:
Trader Sam's is open daily from 9:00 A.M. - 1:30 A.M. at the Disneyland Hotel, and is open to people of all ages. Be advised however, that at peak periods, Cast Members have been carding at the door, so that only adults 21 years of age or older may enter the inside of the bar.

This place is a must- visit! I'd recommend ordering the Uh-Oa bowl drink if you are with another person. It's stronger and cheaper than 2 individual drinks. This drink is served volcano style and comes flaming! Great taste, unique flavors, and fun visually. For more traditional grab a Shipwreck on the Rocks (similar to a mint julep) and see what happens in the bar when you order it. This place can get packed, so on a weekend night get there earlier.
Uh-Oa bowl drink is great. I kept it all to myself. Not to say i was just a little drunk....lol Trader Sams is a great time and ill be there after i pick up my race stuff on Friday....So excited to get my disney and coast to coast medals.....
I had a great time at Trader Sam's. Racked up a $107 bill too so many great drinks! I think we should keep this place a secret, its so small! shhh...dont tell anyone about it!

We'll be staying at the PPH for 4 nights and the GCH for 4 nights but we'll definately be stopping in at the DLH for this gem of a place...cant wait to have a good grown up drink after a long day at the park!
I was there on Wed. This place is awesome. They pour really stiff drinks there. Now I am not trying to brag or anything with this next part. On Thursday I was lucky enough to go to Club 33. My drinks up there were LESS, that's right LESS, than they were at Trader Sam's. I thought that was weird. Anyway, being a local, I will be hanging out here more.
