My Dh says that he read somewhere that the new Toy Story section will open July 2018. Does anyone know if that is true?

Toy Story Land opening details are reportedly going to be announced during the upcoming (July 2017) D23 event in California.

It is on pace to open Memorial Day weekend 2018.
