There are some discount codes available. The allears.net newsletter often has a discount code for the TP site. I think it was 15% or 20% off. Check mousesavers.com as well. They might have a discount code for it.
The app is free to download, but it won't give you wait times for all the rides unless you are a subscriber.
You can still personalize your own for free. Just takes a little tweaking. This is the option I use. If you want the touring plans they've developed you'd have to pay a membership fee however.

The crowd calendar hasn't been free (outside of the one month they show) for as long as I've been using TP. It used to be you could access it for free if you had a copy of their book. They stopped that option about 4 years ago.
For a crowd calendar, I actually prefer easyWDW.com. It is free. I used it for our last trip and it seemed to be pretty accurate.

Touringplans is great and well worth the subscription. Have used it for last 5 trips and planning 6th trip now for April. Spending $1000s on vacation, why not $15 more to help plan?
