touring w/ a toddler in USF & IOA

i need some touring advice. our toddler is 36" so we're looking to go on pteranodon flyers, the kiddie coasters, play areas, meet character, see shows, Shrek, ET, etc - do everything we can before the p.m. nap time. we plan to arrive when each park opens in early may & would like to know about the slow-loading rides in order to avoid long lines as i'm trying to make touring plans for each park. In USF, i'm thinking we should go to Woody's coaster first & in IOA - which should we do? - PF, Flying Unicorn, or start in Seuss Landing & do all there first then just make our way through the lands counter-clockwise? any advice? we'll also have an infant about 10 mo. old w/ us. thanks.
also, it looks like we'll need a swimsuit for wet play areas? i'll save those areas until last.
 
In IOA do PF first thing, the ride gets very long around mid day. I've never seen more than a 10 min wait for flying unicorn.
Instead of swim suits, I dress DD in board shorts or boys trunks and a board shirt. She can wear it all day long but they dry out very quickly.
